Accountabilities: You will lead the Tools Management function while overseeing the administration, security, availability, and continuous improvement of a broad enterprise technology toolset. Lead, mentor, and manage a team of four tools administrators, providing technical direction, workload prioritization, performance feedback, and professional development support. Assign and oversee tasks across the team, ensuring balanced workloads and alignment with sprint and Program Increment (PI) objectives. Serve as the primary escalation point for complex technical issues and cross-team coordination challenges. Establish backup coverage plans to maintain operational continuity during leave or personnel transitions. Support onboarding and training for new or replacement team members. Oversee and contribute hands-on to the administration, configuration, and maintenance of Jira, Confluence, Mural, GitHub Enterprise, Slack, SonarQube, plugins, and integrations. Manage user provisioning and deprovisioning, role-based access controls (RBAC), SSO, and MFA through identity management platforms such as Okta. Monitor platform health, availability, and performance and proactively resolve issues to minimize disruption to development teams. Plan and execute tool upgrades, patches, and version updates using no-downtime deployment approaches. Act as the subject matter expert and final technical authority across supported tools. Oversee knowledge bases, runbooks, standard operating procedures, and other technical documentation. Draft and review user communications covering upgrades, credential changes, licensing updates, and required user actions. Contribute to sprint, monthly, and PI reporting covering tool availability, license compliance, and platform health. Identify and implement opportunities for automation, process optimization, and adoption of emerging technologies. Represent the tools team in Agile ceremonies, PI planning, stakeholder reviews, and other cross-functional activities. Requirements: The ideal candidate combines strong enterprise systems administration expertise with proven technical leadership and experience supporting large-scale Agile or DevOps environments. You should be comfortable balancing hands-on technical execution with team management, stakeholder communication, security requirements, and continuous improvement. Ability to obtain and maintain a federal government Public Trust clearance. Hands-on enterprise administration experience with Jira, Confluence, GitHub Enterprise, Slack, and Mural. At least 2 years of experience leading or supervising technical administrators or engineers, including task assignment, performance feedback, and team development. Demonstrated experience managing Jira at scale, including workflow configuration, permission schemes, and Agile/SAFe board setup. Experience administering Confluence spaces, including templates and cross-team documentation governance. Experience administering GitHub Enterprise, including repositories, branch policies, webhooks, and CI/CD integrations. Experience configuring and managing Slack workspaces and integrations with developer toolchains. Hands-on SonarQube experience, including Quality Gate configuration, CI/CD integration, and security vulnerability triage. Familiarity with Infrastructure as Code tools such as Terraform or AWS CloudFormation. Experience with SSO/MFA administration, preferably using Okta or a similar identity provider. Working knowledge of AWS cloud environments and cloud-based infrastructure management. Strong written and verbal communication skills, including the ability to explain technical topics to stakeholders and prepare user-facing communications. Experience working in a SAFe or scaled Agile environment supporting multiple development teams is preferred. Familiarity with CloudBees CI, JFrog Artifactory, TestRail, Grafana, Splunk, or similar enterprise tools is a plus. Experience with API configuration and monitoring, such as Kong or AWS API Gateway, is desirable. Knowledge of federal IT standards, including FISMA, ATO processes, and NIST security frameworks, is preferred. Relevant certifications such as Atlassian Certified Professional, AWS Certified SysOps Administrator, or similar are a plus. Ability to work remotely while being based in the United States.
