Our partner is looking for a Legacy System Export Developer, PeopleSoft and Oracle EBS based in United States. The Legacy System Export Developer will support a large-scale federal HCM modernization initiative focused on migrating employee records from legacy HR platforms into Oracle Fusion Cloud HCM. This role will own critical data extraction, validation, transformation, and reconciliation activities across PeopleSoft HRMS and Oracle E-Business Suite HCM environments. You will translate complex legacy schemas and agency-specific configurations into Oracle Fusion HCM Data Loader formats while maintaining rigorous data quality and compliance standards. The position combines hands-on SQL and PL/SQL development with PeopleSoft and Oracle EBS expertise, data profiling, and migration testing. You will collaborate with legacy system administrators, technical teams, and stakeholders to understand dependencies and ensure complete, accurate, and repeatable extraction processes. The role will also support iterative mock migrations and high-pressure final cutover activities across multiple agency environments. Accountabilities: Develop SQL and PL/SQL extraction programs to export employee data from PeopleSoft HRMS and Oracle EBS HCM, including personal information, job history, compensation, benefits, positions, and organizational structures. Analyze agency-specific configurations, custom fields, and legacy schemas and create comprehensive mappings to Oracle Fusion HCM Data Loader (HDL) file formats. Build PeopleSoft Application Designer and Application Engine processes that provide automated, repeatable extraction routines for mock migration cycles and final cutover. Develop Oracle EBS concurrent programs and extraction packages to support complete exports of HR, payroll, and benefits information. Create SQR reports and validation queries to verify extraction completeness, data integrity, and compliance with applicable EHRI standards before ETL handoff. Perform data profiling and quality assessments to identify orphaned records, incomplete fields, inconsistencies, and customizations requiring specialized treatment. Maintain legacy PeopleSoft and Oracle EBS environments used for extraction development and testing, including schema refreshes, access management, and performance tuning for large-volume exports. Collaborate with agency legacy-system administrators to understand custom configurations, interfaces, dependencies, extraction scope, and sequencing requirements. Develop reconciliation procedures that compare legacy record counts and key data elements with extraction outputs to identify and prevent data loss. Document extraction procedures, mapping specifications, data-quality issues, and technical decisions in accordance with SAFe Agile artifact standards. Support go-live and cutover activities by executing final extraction runs, validating outputs, and resolving technical issues within defined migration windows. Independently troubleshoot and resolve functional and technical issues of moderate complexity while escalating complex or unfamiliar challenges to senior technical resources. Communicate progress, technical approaches, risks, and issues clearly to project stakeholders and contribute to Agile Release Train ceremonies and collaborative problem-solving activities. Requirements: Bachelor’s degree in a relevant field and 5 years of related experience; additional relevant experience may substitute for the degree requirement. 5+ years of experience in database development, data extraction, or database administration supporting enterprise HR systems. 3+ years of hands-on experience with PeopleSoft HRMS, including Application Designer, Application Engine, PeopleCode, and SQR, and/or Oracle E-Business Suite HCM, including concurrent programs, PL/SQL packages, and HR module tables. Strong SQL and PL/SQL development skills, including experience writing complex extraction queries against large HR databases containing more than 100,000 records. Experience mapping legacy HR schemas and data structures to target-system formats as part of migration initiatives. Knowledge of HR data domains such as employee demographics, job history, position management, compensation, benefits, and organizational structures. Experience with data validation, profiling, reconciliation, and data-quality assessment. Familiarity with Agile and SAFe methodologies and iterative migration approaches, including mock conversion cycles. Strong analytical, troubleshooting, documentation, communication, and collaborative problem-solving skills. Ability to obtain and maintain a Public Trust clearance; U.S. citizenship is required. 7+ years of legacy HR system data extraction and migration experience, particularly within federal HR modernization programs, is preferred. Expertise with PeopleTools 8.5x, Application Engine, Component Interface, and Integration Broker is desirable. Oracle Certified Professional or comparable Oracle DBA certification is a plus. Direct experience with EHRI data standards and federal personnel data reporting requirements is preferred. Experience with Oracle Fusion HCM Data Loader and HCM Spreadsheet Data Loader specifications is desirable. Knowledge of federal HR data elements, including Nature of Action codes, Standard Form 50 data, and position classification structures, is a plus. Experience delivering large-scale migrations involving 500,000 or more employee records across varied source systems is highly desirable. Familiarity with Oracle Cloud technologies such as Oracle Integration Cloud and Oracle Cloud Infrastructure in enterprise HCM or ERP environments is preferred. Benefits: Salary range of $75,200–$158,100 USD, with final compensation influenced by geographic location, relevant experience, skills, education, certifications, and applicable federal contract requirements.
