Accountabilities: As a Software Development Manager/IC, you will provide technical leadership across application development while managing engineering resources, delivery priorities, quality standards, and operational stability. Lead and mentor developers, QA engineers, automation engineers, architects, and other technical resources across the platform. Coordinate development activities across internal teams, vendors, and cross-functional stakeholders. Promote accountability, collaboration, technical excellence, and operational awareness across the engineering organization. Support resource planning, prioritization, sprint planning, backlog refinement, and Agile delivery activities. Partner with Scrum Masters and Agile teams to support ceremonies including standups, sprint reviews, retrospectives, and planning sessions. Oversee the design, development, testing, deployment, and maintenance of enterprise web applications and workflow solutions. Provide hands-on technical leadership across application development, backend services, APIs, integrations, document processing workflows, and platform enhancements. Guide scalable, maintainable, secure application architecture and development standards. Enforce engineering quality practices, including code reviews, definition-of-done criteria, testing standards, and readiness gates before QA handoff. Collaborate with Infrastructure, Operations, Security, and QA teams to troubleshoot production issues and maintain system stability. Support CI/CD improvements, automation initiatives, DevSecOps practices, and application modernization efforts. Coordinate releases and deployments to ensure alignment with operational, security, and compliance requirements. Lead or support root cause analysis and remediation for production incidents. Improve regression testing, deployment reliability, monitoring, logging, and application performance. Ensure development activities comply with applicable federal security, regulatory, and operational requirements. Identify and manage technical risks, dependencies, delivery challenges, and resource constraints, communicating progress and risks to leadership. Challenge incomplete or ambiguous requirements and drive clarity before development begins. Promote continuous improvement across development processes, Agile delivery, documentation, and operational readiness. Ensure technical deliverables meet customer expectations, operational requirements, and established quality standards. Requirements: The ideal candidate combines extensive software engineering expertise with proven technical management experience and the ability to lead complex Agile development efforts in enterprise or federal environments. Bachelor’s degree and 10+ years of experience in application and/or systems development. At least 5 years of experience managing technical teams, including developers, architects, and test/QA engineers, within an Agile environment. Strong expertise in Java, JavaScript frameworks, SQL, REST APIs, and CI/CD technologies. Strong understanding of software development lifecycle processes, enterprise application architecture, CI/CD pipelines, and DevSecOps practices. Demonstrated experience establishing and enforcing development quality standards, including code reviews, definition of done, testing practices, and QA readiness gates. Experience leading Agile software development initiatives in large enterprise or federal environments. Experience supporting mission-critical, highly available applications. Proven ability to collaborate effectively across Development, Infrastructure, Security, Operations, QA, and PMO teams. Strong troubleshooting and problem-solving abilities, with experience addressing complex production issues. Demonstrated ability to assess unclear or incomplete requirements and establish the clarity needed for successful development. Strong understanding of low-code application platforms, software architecture, design patterns, and engineering best practices is preferred. Experience with platforms such as Micropact/Entellitrak, Appian, Salesforce, Pega, ServiceNow, Oracle, OutSystems, Mendix, OpenText, or Microsoft technologies is a plus. Experience with CMS or Medicare systems, including CMS data integrations, Medicare business rules, and applicable regulatory requirements, is preferred. Experience in U.S. federal government contracting environments and familiarity with the government contract lifecycle is preferred. Strong written, verbal, presentation, leadership, and stakeholder management skills. Ability to balance operational support, modernization, technical debt, and Agile delivery priorities. Strong ability to communicate technical updates, risks, and solution strategies to leadership, customers, and cross-functional stakeholders. No security clearance is required; U.S. citizenship is not required. Benefits: Annual salary range of $136,000–$184,000 USD , with actual compensation based on experience, geographic location, and applicable contractual requirements.
