Accountabilities: Design, develop, and execute comprehensive testing strategies across functional, system integration, regression, performance, security, data migration, and user acceptance testing for Oracle Fusion Cloud HCM. Build and maintain automated test suites using OATS, Selenium, or equivalent technologies to support continuous regression testing within a SAFe Agile environment. Execute parallel payroll validation by comparing Oracle Fusion Cloud HCM results with legacy system outputs, investigating discrepancies, and ensuring variances are resolved before production cutover. Perform Section 508 accessibility testing to validate compliance with WCAG 2.1 AA standards and support users of assistive technologies. Coordinate UAT activities with agency stakeholders, including scenario development, tester preparation, defect triage, execution support, and sign-off tracking for transition waves. Design and execute performance and load testing to validate response times and throughput under expected peak transaction volumes. Manage defects using JIRA or equivalent platforms, including severity classification, root cause analysis, resolution tracking, and trend reporting. Test integrations with federal systems and external platforms, including EHRI, eOPF, USA Staffing, payroll providers, Employee Express, and MyPay, validating end-to-end data flow and error handling. Validate quarterly Oracle updates through targeted regression testing to identify configuration and integration issues before deployment. Participate in SAFe Agile ceremonies, contribute to sprint planning and Definition of Done criteria, and drive continuous improvements to testing practices. Develop and maintain comprehensive test documentation, including test plans, test cases, traceability matrices, and test execution summary reports. Independently analyze and resolve complex functional and technical quality issues while serving as a technical resource across the program. Mentor less experienced team members, lead smaller technical initiatives, conduct technical reviews, and provide guidance on Oracle Fusion Cloud HCM testing and solution approaches. Requirements: Bachelor’s degree with 7 years of relevant experience, or additional relevant experience that can substitute for the degree requirement. At least 7 years of experience in software quality assurance, test engineering, or test automation for enterprise applications. At least 5 years of hands-on experience with automation tools such as Selenium, OATS, Tricentis Tosca, or equivalent. Experience performing functional, integration, regression, and performance testing for cloud-based enterprise applications, preferably Oracle Fusion Cloud or Oracle ERP Cloud. Proficiency with defect and test management platforms such as JIRA, HP ALM, or Azure DevOps Test Plans. Strong understanding of SAFe Agile continuous testing practices, including test-driven development and shift-left approaches. Experience coordinating UAT activities, including test planning, execution support, stakeholder coordination, and defect triage. Excellent analytical, problem-solving, documentation, and communication skills, with the ability to communicate quality status effectively to technical and non-technical audiences. Ability to obtain and maintain a Public Trust clearance; U.S. citizenship is required. Experience with large-scale Oracle Fusion Cloud HCM or Oracle ERP Cloud implementations is preferred. ISTQB Foundation or Advanced certification is desirable. Experience with performance testing tools such as JMeter, Gatling, or Oracle Load Testing is a plus. Experience with Section 508 accessibility testing using tools such as ANDI, axe, or JAWS is preferred. Knowledge of federal HR processes, including payroll, benefits administration, and personnel action workflows, is valuable. Experience with parallel payroll validation methodologies and automated payroll comparison testing is desirable. Scripting experience with Python, JavaScript, or Groovy for automation and data generation is a plus. Familiarity with Oracle Cloud technologies such as Oracle Integration Cloud or Oracle Cloud Infrastructure in enterprise HCM or ERP environments is preferred. Benefits: Proposed salary range of $90,300–$189,600 USD annually, with final compensation influenced by factors including geographic location, experience, skills, education, certifications, and applicable contract requirements.
