Our partner is looking for a Tools Administrator (Contingent on Contract Award) based in the United States. This remote leadership role gives you ownership of the enterprise tools and identity platforms that support more than 30 delivery teams. You will combine hands-on technical expertise with leadership, automation, communication, and strategic platform management. Accountabilities: Lead the administration, configuration, integration, monitoring, maintenance, and upgrade lifecycle of enterprise development and collaboration tools, including Jira, Confluence, GitHub Enterprise and Cloud, SonarQube, Jira Service Management, plugins, and other customer-directed platforms. Lead and mentor a team of four while serving as the primary subject matter expert for the managed toolset and associated identity platforms. Administer and maintain the identity provider supporting SSO and MFA across the Atlassian suite and other applications, enforcing least-privilege access principles. Conduct quarterly access recertification for privileged roles and complete required deprovisioning within one business day of notification. Assume consolidated administration of GitHub Enterprise and Cloud, including organizations, repositories, permissions, webhooks, GitHub Actions, Dependabot, secret protection, and access governance. Administer SonarQube, including quality profiles, quality gates, and pull-request decoration. Design and maintain APIs for automation and integration, establish an API catalog, and implement appropriate documentation, authentication, authorization, monitoring, and enterprise API gateway controls. Support federal target lifecycle processes, security audits, compliance activities, and maintenance of a valid Authority to Operate for managed platforms. Provision infrastructure through Infrastructure as Code and develop repeatable configuration, image-building, deployment, and orchestration processes. Develop automated browser-based smoke and regression testing as well as automated API testing for managed tools and integrations. Use CI capabilities for infrastructure validation, automated testing, OWASP security testing, compliance and vulnerability scanning, and container image scanning. Monitor license and TLS certificate expiration dates and automate certificate renewal and rotation wherever practical. Maintain comprehensive knowledge bases, operational documentation, runbooks, standard operating procedures, and platform dependency records. Ensure each managed platform meets operational resilience and knowledge-transfer standards, including annual independent recovery drills performed solely from documented runbooks. Develop clear, timely user communications for upgrades, credentialing changes, licensing requirements, certification requirements, and other functionality or availability changes. Coordinate security testing, vulnerability assessments, penetration-testing activities, and remediation of findings across managed tools. Document architecture, infrastructure, external services, configurations, and platform dependencies to support secure operation, maintenance, transition, and reduced vendor lock-in. Plan and support maintenance and upgrade windows, including evenings and weekends when required, while minimizing disruption and unplanned downtime. Requirements: Bachelor’s degree in a technical field plus at least 7 years of relevant experience, or an equivalent combination of education and experience: Master’s degree plus 5 years, Associate degree plus 9 years, or high school diploma/GED plus 11 years. At least 7 years of experience administering enterprise development and collaboration toolsets, including 3 or more years in a senior or lead administrator capacity and at least 1 year leading a team. Deep Atlassian administration experience at a scale of 1,000+ users, including workflow, scheme, permission, configuration, and Marketplace application lifecycle management. Demonstrated experience administering an enterprise identity provider for SSO and MFA across multiple downstream applications; Okta experience is strongly preferred. Experience supporting a federal Authority to Operate for a suite of tools, including coordinating security testing and remediating findings within required timelines. Proven ability to execute platform upgrades and maintenance activities while avoiding unplanned downtime. Hands-on experience with Infrastructure as Code, configuration management, machine-image building, deployment automation, and automated testing. Strong understanding of APIs, API authentication and authorization, API monitoring, and enterprise API gateway concepts. Demonstrated ability to create clear, actionable user-facing communications for large and diverse non-technical audiences. Strong leadership, communication, documentation, troubleshooting, and cross-functional collaboration skills. Atlassian certification is strongly preferred, along with experience supporting Jira Service Management and engaging with Atlassian Premier Support. Experience administering GitHub Enterprise at large repository scale, ideally 10,000+ repositories, is preferred. Experience administering SonarQube and governing quality gates is desirable. Experience managing identity for content management systems and troubleshooting identity integrations alongside agency identity teams is a plus. Experience with Kong or an equivalent API gateway and API catalog publishing is preferred. Atlassian Certified Professional Jira Administration certification is strongly preferred at hire; candidates without it are expected to complete it within 12 months. Okta Certified Administrator or Professional certification is strongly preferred. ACP Confluence Administration, AWS Solutions Architect Associate, ITIL 4 Foundation, and CompTIA Security+ certifications are additional advantages. Must be a U.S. person capable of obtaining and maintaining a federal Public Trust suitability determination and HSPD-12 PIV credential, including required in-person identity proofing. All work must be performed within the continental United States. Must be able to use federally hardened, company-issued equipment; personal devices cannot be used to access client systems or data. Availability for scheduled maintenance and upgrade windows outside standard business hours, including evenings and weekends, is required. Benefits: Annual base salary of $130,000–$135,000 , with actual compensation based on experience, qualifications, skills, location, and internal equity. Fully remote position within the continental United States. Periodic on-site presence in the Baltimore, Maryland area . Full-time, salaried position reporting to the Program Manager.
