About the Role
This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for an Oracle Fusion Cloud HCM Functional (SME) based in the United States. This is a high-impact opportunity to serve as a functional design authority on a major federal HCM modernization program. You will shape enterprise-wide Oracle Fusion Cloud HCM solutions supporting the U.S. civilian federal workforce. The role spans multiple HCM domains, including Core HCM, Federal HR, Benefits, Compensation, Absence, Time & Labor, and Learning. You will translate complex federal HR policies into scalable system architecture and configuration decisions. Working closely with government stakeholders, technical teams, and functional consultants, you will safeguard design consistency across the program. The position offers a primarily remote environment, with occasional onsite work in Reston, Virginia, as business needs require. Accountabilities: Provide cross-module functional design authority across Oracle Fusion Cloud HCM, ensuring consistency and architectural alignment across Core HCM, Federal HR, Absence Management, Time & Labor, Learning, and Benefits. Translate federal HR policies and regulations, including Title 5, Title 38, GPPA, and OPM requirements, into practical Oracle Fusion configuration decisions and resolve functional conflicts. Guide the design of federal benefits programs, including FEHB, FERS, CSRS, TSP, and FEGLI, as well as compensation and pay structures covering GS, SES, Wage Grade, Title 38, and other federal pay systems. Govern Time & Attendance solution design, including leave accruals, premium pay, Alternative Work Schedules, and FLSA compliance requirements. Own and govern Oracle Fusion Application Security architecture, including Job, Data, and Duty roles, privilege management, least-privilege models, segregation-of-duties controls, and Security Console governance. Define the functional strategy for data migration validation and reconciliation of legacy source systems, ensuring data quality throughout the modernization lifecycle. Establish testing strategy for user acceptance testing and parallel payroll validation, approving functional coverage across HCM modules. Set standards for functional documentation, configuration workbooks, training materials, and other implementation deliverables. Direct functional integration design with federal systems such as EHRI, eOPF, USA Staffing, and payroll providers in collaboration with technical architects. Serve as the primary subject matter expert for federal HR policy interpretation and enterprise HCM system design, providing authoritative guidance to stakeholders. Mentor functional consultants, review design artifacts, and ensure solutions remain coherent across modules and workstreams. Participate in Agile delivery activities, including PI Planning, sprint reviews, backlog refinement, and roadmap discussions, helping prioritize enterprise HCM improvements. Requirements: U.S. citizenship and the ability to obtain and maintain a Public Trust clearance. Bachelor’s degree with 10+ years of relevant experience; additional relevant experience may substitute for the degree requirement. 7+ years of hands-on experience configuring Oracle Fusion Cloud HCM or Oracle EBS HR, including cross-module leadership on enterprise implementations. Extensive functional expertise across multiple HCM domains, such as Core HCM, Federal HR, Benefits, Compensation, Absence, Time & Labor, and Learning. Deep knowledge of federal HR regulations, policies, and pay structures, particularly Title 5, Title 38, and related authorities. Demonstrated experience designing and governing Oracle Fusion Application Security, including role design, privilege management, least-privilege principles, and segregation-of-duties controls. Strong analytical and problem-solving capabilities, with the ability to translate complex enterprise HR requirements into coherent functional and architectural solutions. Excellent written and verbal communication skills, including the confidence to lead discussions with executive-level stakeholders. Oracle HCM Cloud certification, particularly multi-domain certification, is preferred. Experience with federal HR programs such as FEHB, FERS/CSRS, TSP, FEGLI, GS/SES pay, and Title 38 pay systems is highly desirable. Experience with SF-50 processing, GPPA guidelines, and OPM reporting is a plus. Proficiency with Oracle tools including FSM, HDL/HSDL, HCM Extracts, OTBI, BI Publisher, and Security Console is preferred. Advanced Agile certification, such as SAFe Agilist, SAFe Architect, or equivalent, is advantageous. Prior experience supporting federal civilian or Department of Defense HCM implementations is desirable. An active Secret clearance or higher is a plus.
